This is one of the few things people say that means exactly what it says. It is not a negotiating position, a challenge, or a temporary condition you can wait out by being easy to be around. Believe it the first time and you'll save yourself six months.
It doesn't mean he'd be ready for someone better. It means he isn't offering what you want, now, and you can't earn it.
The only real question is whether you're willing to have exactly this, indefinitely, with no change. If no, it's already decided.
